Violence Against Women Act (VAWA)

STOP (*Services *Training *Officers *Prosecutors) VAWA Formula Grant Program

The STOP VAWA Formula Grant Program funds projects that encourage the development and strengthening of effective law enforcement, prosecution, and judicial strategies to end violent crimes against women and the development and strengthening of victim services in cases involving crimes against women.

The Oregon Department of Justice, Crime Victims' Services Division (CVSD) receives STOP VAWA Program funding from the U.S. Department of Justice, Office on Violence Against Women (OVW). CVSD allocates this funding to law enforcement, prosecution, courts, and non-profit, non-governmental victim services providers in Oregon.

New - CVSD anticipates releasing the STOP VAWA Continuation RFA for fiscal year 2010 in April 2010. Only those subgrantees who received a FY 2009 STOP VAWA Continuation award are eligible to apply in FY 2010 for a continuation of funding. CVSD anticipates that the next competitive STOP VAWA funding process will occur in FY 2011.

For fiscal year 2009, OVW granted CVSD $1,702,503 in STOP VAWA Program funds. CVSD subgranted these funds through continuation and non-competitive application processes. The program allocated these funds in specific allocation categories by statutory requirement as follows:

 Continuation Funds  
 25% for Law Enforcement:  $383,063
 25% for Prosecution:  $383,063
 5% for Courts:  $76,613
 Non-Competitive Funds  
 30% for Victim Services:  $459,676
 15% for Discretionary (used in the Victim Services Category):  $229,838

 

 

 

 

 

A Continuation grant review process was held on May 22, 2009. A total of 15 programs received 2009 STOP VAWA Continuation funding beginning on July 1, 2009:

A total of 38 programs received 2009 STOP VAWA Non-Competitive funding beginning on July 1, 2009:

The VAWA Advisory Board has made it a priority to serve sexual assault victims, and have therefore set a 25% sexual assault set-aside, in which 25% of the total VAWA funding allocated to subgrantees ($378,371 in fiscal year 2009) goes to sexual assault services.

CVSD has also received Sexual Assault Services Program (SASP) funding for the provision of direct intervention and related assistance for victims of sexual assault. For more information on SASP, please visit the Oregon CVSD SASP webpage.

Current Application for STOP VAWA Funding

CVSD released the following renewal applications for both the non-competitive DV/SA and the Continuation Projects (Prosecution, Law Enforcement and Court Allocation Categories). The required fillable forms are included under the two separate renewal applications as follows:

Non-Competitive DV/SA Renewals for FY 2010 – 2011:

Only those agencies currently receiving VAWA Non-Competitive funding are eligible to re-apply for continued funding under this renewal application. All Non-Competitive DV/SA Grant Renewal Applications are due at CVSD by 5PM on June 15, 2010.

Continuation Renewals for FY 2010 – 2011: 

Only those agencies currently receiving VAWA Continuation funding are eligible to re-apply for continuation funding under this renewal application. All Continuation Renewal Applications are due at CVSD by 5PM on June 4, 2010.

FY 2009 VAWA Reporting Instructions

Below you will find forms and instructions for completing and submitting the required financial, narrative, and statistical reports for STOP VAWA continuation and non-competitive grants. Please submit all reports via e-mail to cvsdreports@doj.state.or.us.

Quarterly Financial Reports (QFRs):

Quarterly financial reports are due by October 31, 2009, January 31, 2010, April 30, 2010, and July 20, 2010. Please retain supporting documentation and the signed original of the QFR in your VAWA grant file.

Narrative Report Forms:

Narrative Reports are due on January 31, 2010 and July 20, 2010. Please note that non-competitive projects and continuation projects have different narrative report forms. The non-competitive narrative report form is combined for VAWA, VOCA, and ODSVS.

STOP Annual Progress Report Form (Muskie Report):

Subgrantees collect statistics throughout the calendar year which CVSD then submits annually to the federal Office on Violence Against Women (OVW). This report is a federal requirement and is due January 31, 2010 for the 2009 calendar year (January 1, 2009 - December 31, 2009).

CVSD also requires a Semi-Annual Progress Report, using the federal STOP Subgrantee Annual Progress Report Form. This report is due July 20, 2010 for the reporting period of January 1, 2010 through June 30, 2010. CVSD uses this report along with the narrative report to assure that subgrantees are operating their projects as agreed and are working towards their stated goals and objectives.

DOJ CVSD Common Outcome Measures:

CVSD requires that all grantees submit a Common Outcome Measures Form quarterly (October 31, January 31, April 30, July 20). Grantees can submit one copy of this form for all CVSD funding sources. Please note that non-profit programs and government-based programs have different reporting forms. Common Outcome Measures are also available in Spanish and Russian.

Mission statement: The Oregon VAWA Advisory Board is committed to ending violence against women in Oregon through collaboration, system assessment and guidance.

Value statement: The Oregon VAWA Advisory Board will serve as a model for collaboration; act as the voice for the VAWA and its implications for practice at the state level; identify gaps in service; provide guidance and support around best practices and collaboration among victim services, law enforcement, prosecutors and courts; and identify its role in relationship to other funding Boards.
