Sexual Assault Services Formula Grant Program

SASP (Sexual Assault Services Program)

The SASP Formula Grant Program was created by the Violence Against Women Act of 2005 and is the first federal funding stream solely dedicated to the provision of direct intervention and related assistance for victims of sexual assault.

The purpose of SASP is to provide intervention, advocacy, accompaniment, support services, and related assistance for adult, youth, and child victims of sexual assault; family and household members of victims; and those collaterally affected by sexual assault.

The SASP supports efforts to help survivors heal from sexual assault trauma through direct intervention and related assistance from victim-centered social service organizations such as rape crisis centers through 24-hour sexual assault hotlines, crisis intervention, medical and criminal justice/civil legal accompaniment, advocacy, and short-term individual and group support counseling. The SASP will support such services by assisting the establishment, maintenance, and expansion of rape crisis centers and other relevant programs and projects dedicated to assist those victimized by sexual assault.

Current SASP Grant Announcements and Applications

CVSD will award federal grant funds ($239,865) to non-profit, non-governmental programs (includes faith based or other community programs) that provide direct intervention and related assistance to victims of sexual assault. Funds will be awarded to 3 – 5 applicants for a period of 24 months that implement new or enhance existing projects. Applicants are limited to a maximum award of $60,000 per year but are not required to meet a minimum award level or provide non-federal match on the SASP award. Specifically, these projects must either:

  • Strengthen  current core sexual assault services by increasing access to those services; and/or
  • Serve marginalized or underserved communities by increasing access to services for a specific marginalized or underserved community; or
  • Implements a new project that provides sexual assault services or serves marginalized or underserved communities.

These projects must comply with the Sexual Violence Core Services/Standards of Service from the Oregon Coalition Against Domestic and Sexual Violence (OCADSV) as listed in the SASP Letter of Intent released in October 2009; as well as meet the 40-hour DOJ/DHS Training Requirement and designation of a Lead Sexual Assault (SA) Worker to support victim access to sexual assault services while ensuring that culturally specific services are made available to marginalized or underserved communities. It is understood that some programs (primarily in rural communities) may not have a fulltime Lead SA worker; however, responses to narrative must clearly demonstrate that actual FTE meets the need of sexual assault victims in your community. The SASP Subcommittee has also set a requirement for each funded project and any SA staff partially or fully funded by SASP to receive an additional 20 hours of Advanced SA Training. Programs must demonstrate advocacy and outreach efforts and how they are developing resources that encourage and sustain the provision of sexual assault services to underserved communities.

SASP Letter of Intent

CVSD anticipates soliciting proposals for funding to implement the FY 2009 Sexual Assault Services Program during Spring 2010. Responses to the Letter of Intent below will help guide the development of the competitive solicitation in order to meet statewide need. All Letter of Intent responses are due by November 6, 2009 by 5pm.
